연세대학교 국제학연구소는 2026년 8월 4일(화), KOICA ODA학술활동지원사업의 일환으로 HDP 넥서스 연구의 제4차 라운드테이블을 개최하였다. HDP 넥서스 제4차 전문가 라운드테이블은 미·중 전략 경쟁, 글로벌 원조 감소, 지역 분쟁의 장기화가 국제개발협력과 HDP 넥서스에 미치는 영향을 종합적으로 검토하였다. 참석자들은 인도적 지원, 개발협력, 평화구축을 연계하는 HDP 넥서스의 제도화 현황과 함께, 인도적 지원의 정치화, 현지화, 재원 칸막이, 평화 성과 측정 등 현장 이행의 과제를 논의하였다. 또한 미국과 유럽의 원조 축소 및 중국의 대외개발 전략 변화가 취약국과 현장 NGO에 미치는 영향을 분석하고, 한국의 역할과 대응 방향을 모색하였다. 이번 회의는 총 4회로 구성된 전문가 라운드테이블 시리즈의 마지막 회차로서, 향후 정책 브리프와 실무 가이드라인 마련을 위한 논의를 종합하는 자리였다.

As the final session in the four-part expert roundtable series, the Fourth HDP Nexus Expert Roundtable comprehensively examined the impacts of U.S.–China strategic competition, declining global aid, and prolonged regional conflicts on international development cooperation and the HDP Nexus.

Participants discussed the current state of institutionalizing the HDP Nexus—which links humanitarian assistance, development cooperation, and peace building—alongside field implementation challenges, including the politicization of humanitarian aid, localization, funding silos, and the measurement of peace outcomes. In addition, they analyzed how aid reductions from the U.S. and Europe, as well as shifts in China’s foreign development strategy, affect fragile states and local NGOs, while exploring South Korea’s potential role and strategic response.
